The Secretary of Transportation and Public Works is hereby further authorized to prepare, and he is hereby directed to prepare, the program of works to be carried out with combined federal and Commonwealth funds, and he is further authorized and empowered to negotiate and execute the necessary agreements with the proper federal authorities to carry out the works program with the combined funds of both governments.
