If any person, under any pretence of any claim inconsistent with the jurisdiction of the government of Puerto Rico, intrudes upon any of the waste or ungranted lands of Puerto Rico, the Fiscal (District Attorney) of the judicial district in which such lands are situated must immediately report the same to the governor, who shall direct the Secretary of Justice to take such proceedings as may be necessary to remove the intruder.
