The Commission is hereby authorized to receive and administer funds derived from legislative appropriations, from the transfer of funds, from other agencies or dependencies of the Government and from contributions of any kind.For its normal operations, in accordance with its work program, the corresponding appropriations shall annually be made within the general budget of expenses of the Government.
