Every public and private preschool, elementary, and secondary learning institution shall display in a conspicuous and readily accessible place a sign or poster bearing the rights recognized by this chapter. Moreover, it shall reproduce this chapter to provide copies thereof to any student, teacher, parent, and guardian that so request. Provided, That such private pre schools and elementary and secondary schools that fail to comply with the provisions herein shall be subject to the administrative sanctions prescribed through regulations by the Puerto Rico Education Council.
