It is hereby recognized that all children are subject to dependence from birth and to a process to develop their potential and achieve maturity, which requires a variable degree of control, supervision and guidance by their parents or guardians. The State shall respect the responsibilities and rights of the parents or guardians in the upbringing and education of their children, provided these are exercised within the limits established by law. This chapter does not transfer to the State the rights and obligations of parents or guardians with regard to the upbringing, control, supervision and guidance of their children.
