All children are entitled to a name and two surnames from the time of birth and to know both their parents, as well as to receive their attention and proper care. They shall likewise have the right to live with their parents or establish a relationship therewith, even when neither or only one lives with them, provided this is not against the best interests and welfare of the children.The State shall take measures to enforce said rights, including protecting children against being transferred to another jurisdiction without the consent of the person having custody; the illegal retention of children by either parent or their guardian; or the illegal deprivation of legitimate custody.
