It is the obligation of the State to protect children against any form of exploitation, including but not limited to:(1) Sexual exploitation and abuse, including the prostitution of children and their use in pornographic acts.(2) The use of children to practice public mendicity [sic].(3) The sale, traffic and exchange of children for any purpose.(4) The use of children for criminal activities.
