The State shall take the adequate provisions to:(1) Protect children from influences that could induce them to use controlled substances.(2) Prevent the use of children for the production or distribution of controlled substances.(3) Impede and prevent children from using said controlled substances.(4) Provide care and rehabilitation services required due to the use of controlled substances by children.
