(a) If the Outgoing Transition Committee refuses to meet or comply with the provisions of §§ 458—477 of this title, the Governor elect may file a mandamus before the Supreme Court to compel the Outgoing Transition Committee to meet, or to comply with the provisions of §§ 458—477 of this title.
