(a) The communications media and the citizens shall have access to the transition committees’ sessions.(b) The only occasions that the communications media shall not have access shall be when any information deemed privileged or confidential is discussed, as provided in § 471 of this title.(c) The communications media of the country shall have access to all the transition documents of the Government of the Commonwealth of Puerto Rico, except those that are denominated as privileged or confidential as established in § 471 of this title.(d) The Secretary of State shall include special provisions on the publicity of the sessions and of the documents of the transition process in the regulations that shall be approved pursuant to the provisions of § 476 of this title.
