Every person has the right to request that the exhibition, transmission, diffusion and dissemination of indecent material by radio and television be prohibited and prevented on a daily basis from six o’clock in the morning (6:00 AM) to ten o’clock at night (10:00 PM), and in accordance with the regulations adopted by the Federal Communications Commission. The Department of Consumer Affairs shall also adopt the necessary regulations that shall apply to the use of computers within a term of ninety (90) days. It shall be understood that no new causes of action or remedies are being created between private persons nor against the Commonwealth of Puerto Rico, its agencies, public corporations, dependencies and other instrumentalities, nor against its officials, employees or agents, to compel the application or compliance of the laws in effect.
