To promote and standardize the minimum degree of security for all Government public buildings in order to safeguard the security of the visitors and the employees that work in all the dependencies of the Commonwealth of Puerto Rico is a legitimate interest of this Legislature, as well as to protect the integrity of public property. To achieve such objectives, minimum security norms are hereby promulgated that shall be adopted in all the public dependencies of each of the three government branches. These basic standards shall be complemented through regulations to be promulgated by each public dependency, in accordance with their particular needs. It shall be fundamental for each regulation adopted in accordance with this chapter to be limited solely to establish the time, location and manner of accessing the different public dependencies without limiting the content of constitutionally protected expressions and peaceful demonstrations.
