The Office is hereby empowered to adopt rules and regulations as are necessary to discharge the functions and duties established by this chapter. Rules and regulations other than those that shall govern the internal operations of the Office, shall have the force of a law upon compliance with the provisions of Act No. 112 of June 20, 1957, known as the 'Act on Regulations of 1958,' as amended.
