The Governor of Puerto Rico, at least ten (10) days prior thereto, shall publish in the newspapers having the largest circulation in the Commonwealth of Puerto Rico, a proclamation reminding the people of the celebration of the day referred to in § 5004 of this title, and making such recommendations as he may deem advisable.
