(a) The fourth Thursday of the month of August of each year is hereby declared as 'Television Non-violence Day'.\n(b) The Governor of Puerto Rico, through a proclamation to such effects, which shall be issued at least ten (10) days prior to the fourth Thursday of the month of August of each year, shall exhort the Puerto Rican people to organize and sponsor activities that are pertinent to this celebration.\nHistory —July 6, 1996, No. 67, §§ 1, 2.
