(a) The 8th day of April of each year shall be declared as the 'Ramón Emeterio Betances Commemorative Day'.(b) The Governor of Puerto Rico shall, by proclamation, exhort the People of Puerto Rico to render tribute to the memory of Ramón Emeterio Betances.(c) The Department of Education and the Institute of Puerto Rican Culture shall adopt the necessary measures to achieve the purposes of this section, through the organization and celebration of activities to honor the memory of this eminent Puerto Rican.
