(a) July 24 of each year is hereby established as Day of the Flag, Anthem and Coat of Arms of the Commonwealth of Puerto Rico.\n(b) The Director of the Institute of Puerto Rican Culture and the Secretary of Education shall implement the provisions of this section.\n(c) The Governor of Puerto Rico shall exhort by proclamation all the People of Puerto Rico to hold on July 24 of each year public and private acts in honor and recognition of the Flag, the Coat of Arms and the Anthem of the Commonwealth of Puerto Rico.
