(a) The 18th of February of each year is hereby declared as the 'Day in Commemoration of the Birthday of Don Luis Muñoz-Marín'.\n(b) The Governor of Puerto Rico, through a proclamation to such effects, shall exhort the people to render a tribute of homage and remembrance to the memory of Don Luis Muñoz-Marín on that date.\n(c) The Department of Education and the Institute of Puerto Rican Culture shall adopt the necessary measures to achieve the purposes of this section through the organization and celebration of activities as a tribute to the memory of such an illustrious Puerto Rican.
