(a) The third week of the month of February of each year is hereby declared as 'Rotary Week' in Puerto Rico.\n(b) The Governor, through an annual proclamation to that effect, shall exhort the people of Puerto Rico to express their deepest appreciation and to pay well-deserved homage to this institution for its valuable contribution to the progress and improvement of our society.\nHistory —May 23, 1995, No. 45, §§ 1, 2.
