(a) January 9 of each year is hereby declared as the 'Day to Commemorate Felisa Rincón Vda. de Gautier’s Birthday'.\n(b) The Government of Puerto Rico, through a proclamation to such effects, shall exhort the people to, on said day, render tribute in honor and memory of Felisa Rincón Vda. de Gautier.\n(c) The Department of Education, the Institute of Puerto Rican Culture and the Women’s Affairs Commission shall adopt the measures that are necessary to attain the purposes of this section through the organization and celebration of activities in commemoration of such an illustrious Puerto Rican woman.
