(a) October 24 of each year is hereby declared to be the Day of Remembrance of Rafael Hernández.\n(b) The Department of Education is directed to ensure that all the public schools of the Education System shall observe the 24th of October of each year, to exalt and disseminate the musical achievements of our great composer, Rafael Hemández.
