(a) The month of May of each year is hereby declared as the 'Composer, Musician, and Performer’s Month in Puerto Rico', in order to commemorate, with particular emphasis, the life and work of composers, musicians, and performers in the Island during the entire month, to benefit of the formation, sensitivity, and quality of life of the People of Puerto Rico.\n(b) The Governor of Puerto Rico, through the corresponding proclamation, shall exhort the Puerto Rican people each year, as well as the private, public, and municipal entities, to show their gratitude, solidarity, and recognition to composers in Puerto Rico through the organization, sponsorship, and support of events and activities pursuant to said proclamation, as well as the commemoration during May of the 'Composer, Musician, and Performer’s Month', in recognition of their artistic and cultural legacy.\n(c) The Institute of Puerto Rican Culture, the Fine Arts Center Corporation, the Performing Arts Center Corporation, the Music Conservatory Corporation, the Puerto Rico Public Broadcasting Corporation, the University of Puerto Rico, and the Department of Education, as well as other public entities with an individual, joint,
