(a) The month of November of each year is hereby declared as the 'Month for the Prevention and Education on the Management of Asthma and its Symptoms'.\n(b) Through an annual proclamation to such effect, at least ten (10) days before November 1, of each year, the Governor of Puerto Rico shall exhort the educational and professional entities related to the prevention, treatment, education and prevention of asthma and its symptoms to carry out activities directed toward the education, prevention and treatment of this health condition.\n(c) The Department of Health, with the collaboration of the Department of Education, the Medical Sciences Campus, attached to the University of Puerto Rico, and the Puerto Rico Corporation for Public Broadcasting, as well as other bodies and public or quasi-public entities and the municipalities of Puerto Rico, shall adopt the measures necessary to achieve the objectives of this section through the organization and conducting of activities to celebrate the 'Month for the Prevention and Management of Asthma and its Symptoms'.\nIt shall be the responsibility of the Department of Health to direct and coordinate, in an integrated manner, all government
