(a) The third Sunday of the month of March of every year is hereby declared 'The Day of Salsa in Puerto Rico', to recognize, particularly on that day, the contributions of this style to the Puerto Rican musical culture and its popularity, in the idiosyncrasy and taste of the people of Puerto Rico.\n(b) The significance of Salsa in the field of music and its important contribution to Puerto Rican culture is hereby recognized, as well as its importance as one of the main musical forms in the world.\n(c) The Governor of Puerto Rico, through proclamation to said effect, shall urge the public to participate in activities addressed to recognize the importance and popular support of this popular music by the people.\n(d) The Institute of Puerto Rican Culture, the Department of Education, and the Conservatory of Music are hereby authorized, on the celebration of that day of musical rejoicing and, with the purpose of divulgating this cultural manifestation, its history, and its interpreters, to hold concerts, conferences, exhibitions, singing and songwriting competitions; to publish literature, musical scores, recordings, and commemorative posters on the theme; and to carry out any other
