(a) The first weekend of the month of March of each year is hereby designated as the date for the annual celebration of the Puerto Rican ' Dulce Sueño' Paso Fino Horse Fair.\n(b) The Governor of Puerto Rico shall issue the corresponding proclamation each year, for the celebration of the Fair, exhorting the people of Puerto Rico to participate in all the activities planned as part of this festivity.\nHistory —Apr. 10, 2003, No. 106, §§ 1, 2.
