(a) September 7 of each year is hereby established and proclaimed as the 'West Indian Manatee Conservation Day in Puerto Rico', to be observed by schools, the citizenry, educational centers, universities, environmental organizations, community-based organizations, and the pertinent government agencies in order to educate, promote, and encourage the protection and conservation of this endangered species.'\nNotice This section has more than one version with varying effective dates.
