(a) September 10 of each year is hereby declared as 'Messenger’s Day in Puerto Rico'.\n(b) The Governor of Puerto Rico shall issue a proclamation to such effects and exhort public and private entities, as well as the people in general, to join in this day’s celebration and organize activities in connection therewith.\n(c) Each year, the Secretary of State of the Government of Puerto Rico shall establish the necessary mechanisms to disclose what has been provided herein.\nHistory —Dec. 16, 2011, No. 267, §§ 1–3.
