Whenever used in §§ 1 et seq. of this title, the terms 'Secretary of State' and 'Secretary of State of Puerto Rico' shall be understood to mean the Secretary of State of Puerto Rico or his representative or employee authorized by the Secretary of State to act for him, unless otherwise clearly specified in the context.
