Should any corporation, as of the date of approval of this section, commence a banking business in Puerto Rico without having previously complied with the requirements contained herein, the Secretary of Justice, at the request of the Commissioner, shall institute the proper action in the Court of First Instance, Superior Part, of the place where such banking business has been established, against said person, firm or corporation; and if the court finds that the charges brought are true, it shall issue a decree ordering the immediate closing of the establishment thus charged, until all the requirements prescribed by §§ 1 et seq. of this title have been complied with, and in addition thereto, the court shall impose a fine of not less than two thousand dollars ($2,000) nor more than ten thousand dollars ($10,000), pursuant to the law.
