When the application has been filed, the court shall issue an order fixing the date for the hearing thereof, which date shall not be before the twenty (20) days following the date of the order, and a notice of said hearing shall be published at least twice a week in one or more newspapers of general circulation; Provided, That the court may order the hearing to be held before the expiration of the term of twenty (20) days; Provided, That just cause therefor is shown.
