(a) Insofar as the laws of Puerto Rico are not inconsistent with the provisions of §§ 232 et seq. of this title, the laws of Puerto Rico shall prevail.(b) Insofar as the provisions of §§ 232 et seq. of this title are inconsistent with any other laws of Puerto Rico, the provisions of §§ 232 et seq. of this title shall prevail.
