The Secretary may exempt the Government Development Bank for Puerto Rico, the Economic Development Bank for Puerto Rico, and the Housing Financing Bank and Agency of Puerto Rico from compliance with § 251a of this title, due to the nature of these institutions, as well as the business they conduct.
