This chapter shall be construed liberally in order to attain the greatest effectiveness of its purposes. Substantial compliance of its various provisions shall be sufficient to validate a lien in behalf of the Secretary of the Treasury of Puerto Rico and give jurisdiction to the courts of Puerto Rico in order to make it effective.
