The Secretary shall adopt the regulations needed to implement the provisions of this chapter.The provisions of the regulations promulgated under Act No. 7 of August 17, 1933 as amended, Act No. 318 of May 13, 1949 as amended, and Act No. 58 of April 17, 1952 as amended, shall continue in effect until amended or repealed, provided they are not in conflict with the provisions of this chapter.
