The good faith and the credit of the People of Puerto Rico is hereby pledged to pay the supplementary subsidy authorized by §§ 601—606 of this title to banks or institutions which make loans to students under Title IV of the 'Federal Education Act of 1965', as amended, and to appropriate to the Government Development Bank the additional funds necessary for such purpose.
