The Secretary of the Treasury is hereby authorized to advance the funds needed for the payment of the principal, the interest and any other payment related to said advances, pledges, obligations and loans. Any amount advanced shall be reimbursed to the Secretary of the Treasury through the budget appropriations authorized under this subchapter.
