The Bank may appoint, employ and contract the services of all its officials, agents and employees and confer upon them the powers, faculties, responsibilities and authority that it deems pertinent, establish their duties, fix, change and pay the remuneration that it may determine subject to the policy, regulations and procedures approved by the Bank’s Board of Directors. The disposition of all personnel matters shall be made without being subject to Act No. 5 of October 14, 1975, known as the 'Puerto Rico Public Service Personnel Act'.
