The Cooperative Bank of Puerto Rico, created by §§ 751—778 of this title, is hereby authorized to issue capital obligations with a fixed or variable rate of interest and a term of maturity which shall not exceed ten (10) years from the effective date of this act, and in compliance with the provisions of § 779a of this title.
