The Commonwealth Government binds itself by this chapter and agrees with any legal person who subscribes or acquires bonds or other obligations of the Company, not to burden, limit nor restrict the assets, income, revenues, rights or powers that are hereby conferred to the Company, until said bonds or other obligations, regardless of their date, together with the interest on same, are completely paid up and withdrawn.
