Every insured cooperative that without just cause fails to file, correct, or publish the reports required by this chapter, or fails to pay the premiums or contribute the capital required by this chapter, within the term of thirty (30) days counting from the date on which the Corporation requires the same, shall be subject to an administrative fine of not more than one hundred dollars ($100) for each day it fails to comply with said obligation.
