The provisions of the acts referred to in § 2007 of this title, which grant powers, functions and duties to the Secretary of the Treasury, and the rules, regulations and orders adopted or issued by said Secretary pursuant to said laws, shall remain in force and shall be administered by the Commissioner, who shall be the legal successor of the Secretary of the Treasury to such respect.
