(a) The Secretary shall have jurisdiction for the general implementation of this chapter, including the provisions adopted by the Fair Credit Reporting Act. For the performance his/her functions he/she shall have all the powers conferred by §§ 341 et seq. and by 2101 et seq. of Title 3.\n(b) The Commissioner shall have jurisdiction to implement the provisions of this chapter, including the provisions established in the Fair Credit Reporting Act when a person or entity supervised, controlled and regulated by the Office of the Financial Institutions Commissioner, as set forth in §§ 2001 et seq. of this title which creates said Office is a party or is involved in some controversy.'
