It is hereby directed that all new construction of residential apartment buildings, from and after January 1, 2000, be required to have a stopcock for the flow of water installed inside the residential unit. In those cases that the residence is to be submitted to the horizontal property regime, it is provided that a second stopcock shall be installed outside of the apartment.
