The cash maintained by the Office in its bank accounts, after liquidating the payments to the employees to June 30, 1998, as well as the total product of the assets assumed to said date and that of the CRUV mortgages, shall be transferred to the Department of Housing for the development of affordable housing after the operating and administrative costs, among others, have been deducted.The Secretary of the Department of Housing shall create and maintain an Independent Special Fund for such a purpose.
