The Secretary of the Department of Housing is hereby authorized to modify and create those regular positions he deems are needed to adequately deal with the responsibilities delegated by this chapter, using the classification and retribution plans of the Urban Renewal and Housing Corporation Accounts Liquidation Office, as authorized to the Department of Housing by the Labor Advice and Human Resources Central Office.The Secretary of the Department of Housing is also empowered to fix the salary or remuneration of said positions exercising his discretion between the minimum and the maximum of the compensation scale to which said positions are assigned.
