The Housing Finance Authority is hereby authorized to incur obligations up to the amount of nine million two hundred and twenty thousand dollars ($9,220,000) for the payment of the interest subsidy during the first year of effectiveness of the program authorized by §§ 651-660c of this title. The amounts needed to honor the obligations that the Housing Finance Authority may incur in the operation of this program for the purpose of prepaying, purchasing, or otherwise totally or partially honoring the obligations it may incur in the operation of this program, shall be set aside annually in the General Budget Joint Resolution.
