The Housing Finance Authority is hereby authorized to incur additional obligations under §§ 651-660c of this title to such extent that in no year the total payment of additional subsidy deriving from the obligations herein authorized may exceed two million five hundred thousand dollars ($2,500,000); Provided, That the subsidy hereby authorized shall not be offered to any housing unit located in a project in which the average price per unit is more than $25,000 or $28,500 in areas of expensive land or construction, and in buildings classified as multistory, pursuant to the standards and regulations of the Puerto Rico Planning Board.
