The Secretary shall adopt the regulations needed and consistent with the purposes of §§ 661—661f of this title, which shall become effective when they are approved by the Governor. The regulations shall establish the criteria and procedures to be used in determining eligibility, so that these families may pay up to a minimum of what is equivalent to five percent (5%) of the annual interest.
