The Land Authority, the Land Administration, the Department of Transportation and Public Works, the Industrial Development Company, the General Services Administration, and any other public instrumentality is hereby directed to convey to the Department of Housing, free of charge, the title deed of the tracts of public land where a dwelling is located.
