The Secretary of Housing is hereby authorized to grant title to the lands conveyed to him by said government entities and to the lands heretofore belonging to or hereinafter acquired by the Department of Housing or its attached agencies, for the purposes of this chapter, to the occupants who have established their dwellings thereon.
